Consulting Engineers
Arthur Fairley, Jr. is an experienced civil engineering professional with more than 10 years of experience specializing in civil site development, land development, stormwater management, utility infrastructure, and roadway design. Throughout his career, Arthur has contributed to a diverse portfolio of projects across Alabama, Georgia, South Carolina, Tennessee, and Mississippi, providing engineering solutions for residential, commercial, institutional, industrial, municipal, and infrastructure developments.
Arthur holds a Bachelor of Science in Environmental Engineering and a Master’s degree in Civil Engineering from Northern Arizona University. His combined educational and professional background has provided him with a strong foundation in civil infrastructure, environmental engineering, land development, and site design.
His project experience spans a wide range of development types, including residential subdivisions and master-planned communities, commercial developments, institutional facilities, educational facilities, industrial sites, public infrastructure, roadway improvements, and utility projects. Arthur’s responsibilities have encompassed many aspects of the civil engineering design process, including preliminary site planning, site layout, grading, roadway and parking design, stormwater management and drainage design, water distribution and sanitary sewer systems, engineering calculations, technical reports, construction drawings, specifications, cost estimating, permitting, and agency coordination.
Arthur has particular experience in civil site development and land development, where he enjoys transforming a project from an initial concept into a practical and constructible engineering solution. His work involves evaluating existing site conditions, developing site layouts and grading strategies, designing storm drainage and utility systems, coordinating roadway and site access, and addressing the numerous technical and regulatory constraints associated with developing a property.
His depth of experience also extends to stormwater management, drainage analysis, and water and sewer infrastructure. Arthur has performed drainage modeling and stormwater system design, developed storm sewer layouts and supporting calculations, evaluated existing drainage conditions, and designed improvements necessary to support proposed development. His utility experience includes the planning and design of water and sanitary sewer systems and coordination of proposed infrastructure with existing utilities and site improvements.
In addition to technical design, Arthur has extensive experience navigating the permitting and regulatory approval process. Throughout his career, he has prepared and coordinated engineering exhibits, site development applications, permit documents, construction plans, and other regulatory submittals while working with municipal, county, and state reviewing agencies. His experience working through the approval process has given him an understanding of the importance of integrating engineering design with permitting requirements early in a project's development.
A key component of Arthur’s professional approach is communication and collaboration. He has worked closely with clients, developers, contractors, architects, subconsultants, municipal officials, reviewing engineers, permitting agencies, and multidisciplinary design teams. He understands that successful civil engineering involves more than producing technically sound plans—it also requires understanding the client's objectives, communicating effectively with project stakeholders, identifying potential challenges, and developing practical solutions that can ultimately be permitted and constructed.
Arthur has successfully contributed to projects through multiple stages of development, from preliminary planning and engineering analysis through detailed design, permitting, construction documentation, and coordination. His experience working across multiple states and jurisdictions has exposed him to a variety of development requirements, permitting environments, site conditions, and engineering challenges.
Arthur is particularly passionate about the problem-solving aspects of civil engineering. He enjoys site planning, grading design, stormwater and drainage design, utility coordination, and developing civil engineering models and construction plans that bring together the many interconnected elements of a development. His goal is to develop engineering solutions that are technically sound, practical to construct, responsive to regulatory requirements, and aligned with the client's overall vision for the property.
With more than a decade of civil engineering experience, Arthur brings together technical design knowledge, practical land-development experience, regulatory coordination, and a client-focused approach to engineering. He is committed to providing thoughtful and dependable civil engineering solutions while developing lasting professional relationships with property owners, developers, contractors, architects, municipalities, and other members of the development community.
Outside of engineering, Arthur enjoys spending time outdoors and pursuing activities including mountain biking, road cycling, rock climbing, and hiking. These interests provide a balance to his professional work and reflect the same appreciation for problem-solving, challenge, and the natural environment that has influenced his career in civil and environmental engineering.
